Supervisor: Director of Management and Operations
Basic Function of Position
Under the supervision of the Director of Management and Operations (DMO), the Human Resources Assistant will facilitate effective staff resourcing through timely recruitment of staff and ensuring comprehensive induction of all new staff to settle into their new role. Coordinates the recruitment process including development and posting of announcements, reviews candidates for minimum qualifications, organizes interview panels, schedules interviews as well as coordinates all personnel actions for Peace Corps Cameroon office in accordance with post-specific and Peace Corps wide policies. The incumbent is also responsible for preparing position descriptions and classifications/evaluations of all positions. S/he will coordinate In and Out processing of locally engaged staff, update personnel policies, prepare various personnel reports, liaise with U.S. embassy Regional Security Office (RSO) and Human Resource (HR) departments as well as Local Labor office, coordinate staff benefits and staff training, and employee development. The incumbent will handle sensitive documents and communications, which require adherence to the strictest standards of confidentiality and professional conduct. S/he may be required to back-up for other Administration and Finance roles.
Salary: Grade: 8, Range 9,602,582 – 16,324,388 FCFA annual basic salary plus additional allowances.

DUTIES AND RESPONSIBILITIES
Participate in the documentation of the human resources policy guidelines and ensuring staff compliance with policy through providing regular sensitization and advisory services to all staff
Prepare contract cost estimates for both long term and short term PSCs, ensuring they are accurate, complete and in accordance with policies, guidelines, and laws
Assists the DMO in preparing the annual budget (Operations Plan)
Serve as Payroll liaison when there are issues relating to salary and allowances
Sending advance notifications and reminders to supervisors for Performance Evaluation and guiding them on the of performance management tools
Process personnel actions and supporting documents regarding within grade increase, resignation, termination and retirement of Personal Services Contractors. Handles such actions with utmost discretion and tact, computing separation payment benefits (severance, retirement benefits) as needed
Coordinate Time and Attendance (T&A) maintaining all post-level timekeeping materials, and monitoring all leave forms and balances. Preparing on a quarterly basis an Annual Leave balance to be submitted to HQ
Maintain accurate and updated information on PC Cameroon organizational chart and staff communication tree and communicating changes to the staff
Maintain personnel files for both current and retired employees and serving as Post’s point person concerning personnel matters
Manage in accordance with policies and procedures the employee health benefit system records and review claims presented by contractors
Advise senior management and other staff on local labor laws and assisting in managing questions particular to Cameroon’s legal environment.
Draft vacancy announcement for the DMO clearance and publication.
Screen employment applications. To determine and select those that meet the advertised minimum requirements of the position, sending the applications of qualified candidates to the Selecting Committee.
Coordinate pre-employment security clearances with U.S. embassy security office for newly hired short and long term PSCs and recertification for current staff.
Prepare required documents for recruitment prior to employee`s entry on duty including employment letter, request for vendor identification, Personal Services Contract, briefing book
Organizing and coordinating orientation and induction program of new hires.
Perform other duties as requested by the DMO or Country Director (CD)
Back-Up Responsibilities
Understands the basic tasks of the Financial Assistant to be able to support this role in his/her absence.
Occasional Money Holder
The HR assistant may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to training sites, or other locations as directed by the Contracting Officer. S/he may also be required to courier cash to PC Trainees or Volunteers. The HR assistant will not be functioning as a procurement or disbursing official l only acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In dealing with vendors, the HR assistant will not exercise any procurement duties concerning the supplies or services to be purchased or the cost limits of these purchases these will be determined by the Contracting Officer.
Safety and Security
SSI 110 Standard Security Requirements: Immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and CD. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles. |
